Remarks Flow in on the GCON Conferment of Lebanese-Nigerian Businessman Sir Gilbert Chagoury

Abuja — President Bola Ahmed Tinubu has conferred the Grand Commander of the Order of the Niger (GCON), on Lebanese-Nigerian businessman Sir Gilbert Chagoury. As Nigeria’s second-highest national honour, it is a recognition of Chagoury’s decades-long contributions to Nigeria’s economic and urban development.

The honour was awarded under Section 1, Subsection 4 of the National Honours Act. It empowers the President to recognise individuals whose service has had a significant national impact.

Sir Gilbert Chagoury, born in Lagos to Lebanese immigrant parents, co-founded the Chagoury Group in 1971 alongside his brother, Ronald. What began as a modest business venture has grown into a diversified conglomerate with interests spanning construction, real estate, manufacturing, finance, telecommunications, hospitality, and technology.

His imprint on Nigeria’s urban landscape is most visible in landmark developments such as Banana Island and Eko Atlantic City, projects that have reshaped Lagos’ skyline and redefined elite urban planning in Nigeria.

The GCON sits just below the Grand Commander of the Order of the Federal Republic (GCFR). It is traditionally reserved for former heads of state, vice presidents, and individuals whose influence is considered nationally transformative.

Past recipients of the GCON include former Nigerian leaders such as Olusegun Obasanjo, Shehu Shagari, Alex Ekwueme, Muhammadu Buhari, and Goodluck Jonathan. Select non-political figures whose economic impact was deemed exceptional, including business magnate Aliko Dangote.

Sir Gilbert Chagoury’s inclusion places him in a small and exclusive group of private-sector figures to receive the honour. It further underscores the administration’s emphasis on economic development and private capital as drivers of national progress.

Government’s Rationale

In the official instrument of conferment, President Tinubu stated that the award recognises Chagoury’s virtues, enterprise, and service to Nigeria. He highlighted that Chagoury’s career has been marked by long-term investment, job creation, and infrastructure development.

Reacting to the announcement, business leaders described Chagoury as a visionary whose legacy is measured in infrastructure, employment, and enduring economic value.

“His work speaks in jobs, infrastructure, and lasting impact,” one prominent billionaire businessman said, noting that projects like Eko Atlantic reflected belief in Nigeria “long before many others believed in themselves.”

Critics note that the GCON has historically been a political honour, raising questions about whether business achievements alone should merit such a high national distinction.
