Mini-Grid Project in Abia State, Nigeria Unveiled

The International Solar Alliance (ISA) and the Government of Abia State have finalized new Mini-Grid Regulations to expand clean energy access and attract investment.

Developed with technical input from INENSUS GmbH, the regulations establish rules for permitting, tariffs, grid interconnections, and community participation.

Nigeria has the largest electricity access gap in the world, with about 90 million people (45% of the population) still lacking power.

In Abia State alone, an estimated 1.2–1.5 million residents remain off-grid.

Each solar mini-grid can typically serve 300–500 households (1,500–2,500 people), meaning that deploying just 400–600 mini-grids across Abia could close the majority of this deficit.

Nationally, the World Bank projects that Nigeria will need 10,000 mini-grids by 2030, requiring more than $10 billion in investment.

At the validation session in Umuahia, attended by 150 stakeholders, officials emphasized that the framework will create jobs, accelerate rural electrification, and support Abia’s industrialization agenda.

The finalized regulations were formally presented to the Governor on September 10, 2025, marking a significant step toward making Nigeria’s mini-grid sector more transparent, investor-friendly, and community-driven.

ISA described the move as “pivotal,” highlighting that robust regulations are critical to building investor confidence and ensuring that communities are central to Nigeria’s clean energy transition.
